I Establishment of the Crisis Management Officer Position
  • The City of Kobe established the Crisis Management Officer position in April 2002.
  • -- Serves as an inter-departmental headquarters for all city departments
  • (Functions as a control tower)

  • ・The contents are as follows.

  •    infection , poisonous and dangerous

Basic Themes of Restoration (1)
(1)  Get people's daily lives and the city's infrastructure
    back to normal as quickly as possible to facilitate
    fuller-scale restoration work.
(2)  Make full use of the lessons learned from the
    earthquake in building a disaster-prepared city.
(3)  Build a welfare-oriented society that ensures the
    security and comfort of all people.
(4)  Revitalize Kobe's culture with its characteristic
    diversity and open-mindedness.
(5)  Create a city that ensures environmentally-friendly,
    sustainable development.
(6)  Revive and rebuild a cosmopolitan city that leads
    the world in the 21st century.

 (7) Rebuild the Port of Kobe quickly so that it can   
     function as a "mother port" in Asia.
 (8) Build a society where information networks play an  
     important role.
 (9) Work together to create dynamic communities.
 (10) Support volunteer activities and facilitate the
     Network of cooperation among volunteer groups 
     scattered across a broad area.
(11) Hand down to future generations the lessons learned
    from the natural disasters that have impacted Kobe and  
    apply our know-how to support global disaster
    prevention efforts.

2. Kobe's Restoration Statistics

  • May 1, 1997 Declaration of the Restoration of the Port of Kobe
  •    announces that all restoration work on port facilities is complete.
  • (But container cargo volumes are still only at 64.1% of pre-quake
  •   volumes as of September 2002.[month-on-month comparison])
  •  (2) Housing
  • Supply rate (number of construction of homes/number of units planned)
  •    → 167% (120,107of 72,000)
  •  (3) Central Kobe land readjustment

 3. Restoration Overview and
 Examination
  • We are planning to conduct a restoration overview and examination to fully review the restoration process. This is scheduled for 10 years after the adoption of the Kobe City Restoration Plan, in 2006.
