Haiti Damage and Needs Assessment: EERI Partners with the World Bank in a Global Initiative

The World Bank, supported by the Global Facility for Disaster Reduction and Recovery (GFDRR), announced today that it has mobilized scientists and technical experts around the world to help assess the impacts of the earthquake in Haiti. The initiative, called Operation GEO-CAN – which stands for Global Earth Observation – Catastrophe Assessment Network, will estimate and classify building damage based on high resolution aerial imagery in areas severely affected by the earthquake, including Port-au-Prince.

The initiative to create this network came from ImageCat, a leading provider of advanced technologies for risk and disaster management headquartered in Long Beach, California, and its partners – Rochester Institute of Technology, the Earthquake Engineering Research Institute (EERI), and other institutions. The World Bank and GEO-CAN are working in a joint mission to collect, process, and analyze very high resolution optical, thermal infra-red, topographic images allowing detailed visualization of houses, public buildings, cars, vegetation, and even people. Imagery and data from other collectors in this global effort, such as Google and the National Oceanic and Atmospheric Administration (NOAA), is also being analyzed.

Results of the analysis, with pre- and post-imagery, are visible at ImageCat's Virtual Disaster Viewer site.

Update Regarding Haiti - Small Team in Field
EERI has appointed Reginald DesRoches, Professor and Associate Chair of the School of Civil & Environmental Engineering at Georgia Institute of Technology, a native of Haiti and a current EERI Board member, to lead EERI's reconnaissance team to Haiti. He is currently in Haiti under different auspices conducting damage assessment, and is coordinating with various other groups planning to send teams in the next few weeks.

An opportunity came up quickly last Friday (1/22/10) for EERI to assist the USGS in organizing a joint USGS/EERI team, with the coordination of the U.S. Military. A small group of 5 investigators are now on their way to Haiti: Marc Eberhard, University of Washington, representing EERI and NEES; Glenn Rix, Georgia Institute of Technology, representing GEER; Steven Baldridge, Baldridge & Assoc, Hawaii, representing ATC; Justin Marshall, Auburn University and an EERI young professional; and Walter Mooney, USGS.  Dr. Mooney will be installing several accelerometers to measure aftershocks. When this team arrives, they will be coordinating with EERI’s Haiti team leader, Reginald DesRoches, who is currently in Haiti.  As information comes back from this group it will be posted online at http://www.eqclearinghouse.org/20100112-haiti/.

GEER has organized a team under the leadership of Ellen Rathje, Professor at the University of Texas and new EERI Board member, that is planning on traveling to Haiti on January 30th. For more information, see the GEER press release

EERI to Send Engineers to Eureka
Documenting the performance of unreinforced masonry buildings and buildings retrofit under a mandatory unreinforced masonry retrofit ordinance passed in 1989 and a repair and retrofit ordinance passed after the 1992 earthquakes will be the focus of two San Francisco engineers who will travel to Eureka and Ferndale on behalf of EERI.  Bret Lizundia, a principal at Rutherford & Chekene, and David Bonowitz, a consulting San Francisco structural engineer, are traveling on Thursday to Humboldt County. Their observations and photos will be posted in the next few days on EERI's website. They will also be coordinating with GEER investigators, who have been in the field documenting ground displacement, and with Ken Luttrell, who is representing SEAOC's new Earthquake Performance Evaluation Program. The presence of several strong motion instruments provides a good opportunity to gather data on building performance at various acceleration levels. Check the virtual clearinghouse on EERI's website in the next few days for updates!  Visit the Earthquake Clearinghouse Website here
