The EERI California Legislative Subcommittee of the Public Policy & Advocacy Committee has made significant headway in establishing recognition of EERI among legislators and key staff in Sacramento and continues building EERI’s access and influence on state policy around seismic safety. 
As part of the effort, committee co-chairs Justin Moresco and Sam Mengelkoch visited the California State Capitol in December to present EERI’s 2026 California Legislative priorities and lead a discussion about seismic risk, safety, and policy. The duo made important new connections among legislative staff – some of whom were largely unfamiliar with seismic safety issues but inquisitive and sensitive to its importance to the state. The attention of staff is critical to EERI’s capacity to advance informed and effective seismic safety legislation, as staff members transfer information shared by EERI directly to their respective lawmakers, who may then author, support, or sign on to related bills.
A central goal of the subcommittee is to position EERI as a foremost expert resource to state-level policymakers as they contend with the complexities of understanding, preparing for and mitigating California’s earthquake risk. The subcommittee is planning now for a repeat visit to the Capitol this spring with updates to the presentation, possibly partnering with ally organizations who share EERI’s policy objectives and messaging on seismic issues.
